This standard is based on the Regulations of the People's Republic of China on Certification and Accreditation and the "Regulations on the Supervision and Administration of Fire Products" jointly issued by the Ministry of Public Security, the State Administration for Industry and Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. 3 Terms and Definitions

The following terms and definitions as defined in GB/T 19000 and GA 1035 apply to this document.

3.1 type test type examination

4 General

4.1 Inspection purpose

Conformity inspections are conducted on the product nameplate mark, product key parts and materials, and the degree of conformity of product characteristics with respect to mass-produced certified products and type-examination qualified samples, in order to determine the effectiveness of product consistency control procedures and product quality. Continuing to meet certification standards provides a key basis.

4.2 Check Type

Fire product consistency check is divided into initial inspection and post-certification supervision and inspection.

4.3 Inspection Guidelines

4.3.1 Fire product consistency check should be implemented in accordance with inspection guidelines. The inspection criteria are the basis for determining the scope of conformance inspections, product nameplate markings, key product and material, conformity of product characteristics, and sampling units.

4.3.2 The inspection criteria mainly include:

a) certification application;

b) certification certificate;

c) type inspection report issued by a certification body or designated inspection agency;

d) product identity document certified by the certification body;

e) certified product standards;

f) certification implementation rules;

g) confirmation of product consistency changes;

h) Contents, procedures, methods, and special requirements of the certification body's consistency check on fire-fighting products.

4.4 Inspectors

Inspection of fire product consistency shall be conducted by professional inspectors.

4.5 Planning and Preparation

4.5.1 The planning and preparation before the inspection mainly includes:

a) The professional division of the inspection team;

b) data review;

c) check the scope of determination;

d) inspection plan preparation (usually incorporated into the factory inspection plan, inspection of the sales market, installation and use sites shall be separately prepared);

e) Check the preparation of job documents, checklists and other working documents.

4.5.2 The data review should focus on the following according to the inspection criteria:

a) the professional characteristics of the product;

b) Compliance of the certification application, type inspection report, product characteristic file;

c) whether the sample or certified product has changed or changed.

4.5.3 The scope of the inspection should meet the following requirements:

a) The initial inspection of product conformity only relates to the products that apply for certification;

b) Post-certification surveillance checks cover all certified products covered by the certificate.

4.6 Check Content

4.6.1 The consistency check of the nameplate mark should include:

a) product name;

b) Specifications and models;

c) manufacturers, factories, licensees (if necessary);

d) signs, signs, etc. to be applied in accordance with relevant regulations, standards or documentation requirements;

e) warning language (if necessary);

f) instructions and warnings for installation, instructions and warnings for use in the instructions;

4.6.2 The consistency check of the key components and materials of the product shall include:

a) product name;

4.6.4 The specified test of product characteristics should include:

4.6.5 The content of the fire product consistency check shall also include the specific provisions of the certification implementation rules and attachments, the special inspection contents stipulated by the certification body, and other inspection contents determined by the inspection team according to the site conditions.

4.7 Change of Product Consistency

4.7.1 The factory shall establish and implement procedures and regulations for the effective control of product nameplate markings, key components and materials, product characteristics, and other changes affecting product consistency.

4.7 2 Factory's Change of Conformity of Certified Products The control procedures and rules shall be reviewed and approved by the certification body.

4 7.3 When the factory intends to change the key components, materials and product characteristics of the certified product, it shall carry out the inspection according to the inspection items specified by the certification body and related requirements. After the inspection is qualified, it shall be approved by the certification body before being changed. The change request data and the certification body's approval document should be kept.

4.7.4 Without the approval of the certification body, the factory shall not put a certification mark on the products that have been changed.

4.8 Other requirements

For fire-fighting products manufactured by OEM factories in any form, the contents of the product consistency check specified in 4.6 shall not be deleted.

5 methods

5.1 Sampling method

5.1.1 Sampling can be done at any of the following locations:

a) the finished product library;

b) appropriate process links (if necessary);

c) the end of the production line;

d) sales market;

e) Installation and use site.

5.1.2 Each certification unit draws at least one representative sample.

5.1.3 Sampling should be carried out by the inspectors specified in 4.4 .

5.2 Inspection Methods

5.2.1 The inspectors shall check the consistency of the product by means of observation, measurement and comparison against the inspection criteria.

5.2.2 For the consistency check of the nameplate mark, the product nameplate mark, certification mark, firefighting product identity information mark, outer package printing and instruction content shall be checked.

5.2.3 In order to check the consistency of key components and materials of the product, the manufacturer, specification, type, grade, and technical parameters of the raw materials and components should be checked. When the identification of key components or materials cannot be verified, relevant information on the manufacturer, specifications, models, grades, and technical parameters in the procurement record shall be traced, and if necessary, verification may be made through testing methods.

5.2.4 For the consistency check of product characteristics, the key design, formula ratio, key processes, internal and external structures of the product should be inspected. The inspection shall be carried out by comparison with physical objects, drawings, photographs, inspectors' professional judgments, on-site production operations, and other methods.

5.2.5 For the specified inspection of product characteristics, the inspection project shall be designated by the certification body and carried out by the inspection team at the factory site. If necessary, the inspection agency designated by the certification body may also perform the inspection.

5.3 Inspection records

The inspection team shall fill in the inspection records, including records of consistency inspection of fire products and records of consistency inspection and control of fire products. 6 determination

6.1 The results of the consistency check of fire products are classified into conformity and non-conformity.

6.2 The results of the consistency check of the fire-fighting products confirm that the products are in accordance with the inspection criteria and that the conformity of the products is in line with the requirements.

6.3 If one of the following conditions exists, the consistency of the product is judged to be inconsistent:

a) The product nameplate mark, instruction content, etc. are inconsistent with the type inspection sample;

b) The key design of the product, the formulation ratio, the key design of the key process and type inspection sample, the formulation ratio, and the key process are inconsistent;

c) The internal and external structure of the product does not match the type inspection sample;

d) Failure of the specified test of product characteristics;

e) violation of the specific provisions of the certification implementation rules;

f) Violation of the special inspection requirements of the certification body;

g) Changes involving product consistency have not been approved by the certification body;

h) Other inconsistencies with the inspection criteria.

7 processing

7.1 If the product consistency is consistent, the inspection team shall submit the inspection record to the certification body according to the specified time limit.

7.3 The factory that has been determined to be inconsistent with the product shall be rectified according to the certification rules and requirements of the certification body. After the completion of the rectification, a re-inspection application shall be submitted to the certification body in accordance with the prescribed procedures.

7.4 Products that do not conform to the consistency of the products found in circulation and use areas shall be treated as uncertified products in accordance with relevant laws and regulations.
